The Biden administration has an ambitious agenda for Federal energy and climate policy. One area receiving significant attention is oil and gas leasing and permitting policies on federal lands. This webinar provides an overview of current policies and then discusses whether potential policy shifts could impact the Permian Basin, the epicenter of U.S. shale oil production. While production in the Texas portion of the Permian Basin is on private and state lands, more than half of New Mexico’s Permian production is on federal lands. As a result, changes to the federal regulatory regime have very different implications between the two states. Our analysis considers certain permitting scenarios and the trajectory of oil production, employment, and other economic impacts across the Basin.
