During filming in 2009, a teenager in a maximum-security prison segregation unit refused to give back a broom he has in his cell and had ongoing issues with violent behavior while incarcerated. After negotiations failed to get the broom out of his cell, correctional staff assembled a tactical team to physically remove the teenager from his cell and place him in a restraint chair.
Following the filming of this episode, Superintendent Dempsey--who had just arrived as the new superintendent at the facility--implemented a new way of working with teen offenders when situations like this arose again. He banned long-term segregation at the prison, ended cell extractions in all but extreme emergency situations, and implemented a counseling team to verbally de-escalate teens who were aggressive or combative.
